- Foreign nationals with expertise in technology, in two categories: (1) employees/talents (engineers, software developers, IT specialists, AI experts, data scientists, blockchain experts) seeking to work, and (2) entrepreneurs/startups with innovative, technology-based business models establishing a startup in Turkiye. Effective 16 September 2024. Applicants first apply for a work visa at a Turkish embassy/consulate, then for a work permit with the Ministry of Labour and Social Security.

- Work permit valid for up to three years for founders and their staff. Special exceptions apply for employing foreign personnel, easing bringing in staff. Accepted startups receive free welcome/onboarding consultancy (company establishment, tax/legal advice, office space, mentor connections) and legal, financial and technical counselling for the first six months.
