- Three categories: Category A - persons with annual income reaching HK$2.5 million or above in the year preceding application; Category B - degree holders from eligible universities with at least three years of work experience over the past five years; Category C - recent graduates from eligible universities with under three years' experience (quota-based). No employment offer required at application. Initial stay 36 months (Cat A) or 24 months (Cat B & C). Eligible-university list expanded from 186 to 200 institutions effective 1 January 2026.
