- Certification program enabling Portuguese-incorporated companies and startups to hire highly qualified non-EU (third-country) workers in a simplified way. Qualified worker must be a third-country national not permanently residing in the EU, at least 18 years old, hold a Bachelor's degree (ISCED level 6) or tertiary education (level 5) with 5 years of specialized technical experience, be proficient in Portuguese, English, French or Spanish, have fulfilled tax obligations and have no criminal record. A minimum mandatory wage applies to workers recruited through the program. Made available by IAPMEI.

- Companies must first be certified; certified companies can issue digital terms of responsibility that facilitate the worker's visa/residence-permit application. Companies apply through IAPMEI's online platform, and a list of certified companies is published publicly for job seekers.
- quota
- Companies have a maximum ceiling of 50% of workers recruited through the Tech Visa Program; companies from the inland (interior regions) have a higher ceiling defined in the regulation.
