- Administered by the Small and Medium Enterprise and Startup Administration (SMESA), MOEA. Applicant (or group of fewer than 3) must meet at least one condition: secured at least NT$2 million from venture capital, government angel projects or approved crowdfunding; stationed in a recognized startup park/incubator within 1 year with a recommendation letter; foreign invention patent or Taiwan design/invention patent (or demonstrated professional expertise); plant variety/animal name registration; recognition in leading domestic/international startup or design competitions; shortlisted/awarded in recognized fashion shows, film festivals or style awards; other innovations designated by the central authority; or founded a compliant startup with at least NT$1 million investment serving as legal representative, manager or director. Group application: combined investment of at least NT$1 million.

- Initial visa grants 2 years residency; extensions of up to 2 years each, applied within 4 months before expiry. Extension requires the enterprise to show one of: at least NT$3 million annual sales, at least NT$1 million annual operating expenses, at least 3 full-time Taiwanese employees, or other recognized contribution. Can apply via a local accelerator/incubator (which provides endorsement) or directly through the Ministry of Foreign Affairs/consulate.
