- Non-EU/EEA/Swiss entrepreneurs with an innovative, scalable business idea and business plan; applicants submit online application (founders, team, product, business plan, pitch deck), complete a ~30-minute video interview, and are assessed by an expert evaluation committee (includes Startup Lithuania, accelerators and VC reps); applications from Russian and Belarusian citizens currently suspended except cases mediated by the Ministry of Foreign Affairs. Legislation creating the Startup Visa was passed by parliament in January 2017.

- Administered by Startup Lithuania (powered by Innovation Agency Lithuania); the Migration Department makes the final decision and approval involves the Ministry of Economy. After approval applicant obtains a temporary residence permit (TRP) generally valid for 2 years, extendable up to 5 years based on business success; business must be established within 120 days of receiving the TRP. Programme charges no fee/compensation to applicants. Reported proof-of-funds requirement of ~EUR 1,038/month (EUR 12,456/year, 2025) and health insurance with min EUR 30,000 coverage.
