- For non-EEA nationals with an innovative business idea. Business must introduce a new or innovative product or service for international markets and be capable of creating 10 jobs in Ireland and €1 million in sales within 3-4 years of starting up. Retail, personal services and similar traditional businesses are excluded. The business project is assessed by the Evaluation Committee of Enterprise Ireland. No further applications from Russian or Belarusian citizens are accepted.

- Minimum funding of EUR 50,000 required for the start-up venture (an additional EUR 30,000 required for second and subsequent founders). Funding may come from own resources, a business loan, business angel, venture capital or a grant from an Irish state agency. Non-refundable application fee of EUR 350. Administered by Immigration Service Delivery (ISD); residency granted for 2 years initially, renewable for a further 3 years.
