- Foreign nationals at least 21 years old, with no criminal record, no contagious disease and no history of psychiatric hospitalization, who invest at least USD 75,000 in an approved/qualified Philippine enterprise (including a properly registered own tech company). Approved sectors include manufacturing, services, business/financial services, technology, education and tourism; real estate, condominium units and certain trading/partnerships are excluded.

- Administered under the Board of Investments (BOI), which maintains the Investment Priorities Plan of approved sectors. Applicants first receive a probationary visa valid for ~6 months within which the investment must be completed; once verified it converts to an indefinite (no-expiration) residence permit. Application process typically takes about one month. Spouses and unmarried children under 21 may be included as dependents.
