- For non-EU/EEA/Swiss nationals who want to start an innovative business in the Netherlands. Conditions: an innovative product/service, a step-by-step business plan, mandatory guidance from an experienced facilitator registered on the RVO list (facilitator cannot be a family member up to the third degree and cannot hold a majority stake), and sufficient means of support (own bank account funds or facilitator financing covering the full stay). Valid for a maximum of 1 year; afterwards the holder can apply for a self-employed residence permit.

- Application fee is EUR 423.00. The IND must decide within 90 days (decision period). Permit validity maximum 1 year. A separate residence arrangement for essential start-up personnel is available until 1 June 2028.
