- Foreign IT professionals in one of the ~26 IT professions designated annually by Ukraine's Cabinet of Ministers (e.g. software engineers, database administrators, information-security specialists, blockchain experts). Requires at least 3 years of relevant experience within the last 7 years, plus at least one of: an IT/Mathematics & Statistics degree; minimum ~USD 24,000 annual income over the past 12 months; recognized professional certifications (CISSP, CISA, CISM, ITIL Master, CompTIA Security+); or B2-level English (for certain roles).

- Procedure spans three government bodies over roughly 6-9 months: initial ministry review up to 1 month (can be done remotely), State Migration Service submission up to 6 months (requires in-person appearance), and residence-card issuance up to ~3 weeks. Grants lifetime validity with no residency requirements, immediate work authorization, family inclusion, and a path to citizenship after 5 years.
