- Designated special economic zones to boost international competitiveness and create an international business base. Tokyo Area zone (Tokyo Metropolis, Kanagawa, parts of Chiba; established FY2013) provides: the Tokyo One-Stop Business Establishment Center consolidating incorporation, registration, tax, pension/social security and immigration procedures; temporary residence status for foreign entrepreneurs (6 months) to complete business preparation; regulatory exceptions (e.g. foreign doctors treating patients of any nationality, prompt assessment of advanced pharmaceuticals, exemption of short-term rentals from the Inns and Hotels Act, expedited urban revitalization projects); and a Tokyo Self-Driving Technology Sandbox.
