- Starting entrepreneurs/companies up to 3 years old with fewer than 10 full-time employees and prior-year and current-year turnover of at most EUR 40,000; legal entities may hold a maximum 25% participation; subject to de minimis aid cap of EUR 300,000 over three years. Applicant must show capacity to reach minimum turnover of EUR 80,000 (Tallinn/Tartu) or EUR 40,000 (elsewhere) by project end and create at least one full-time job. Several sectors excluded (agriculture, forestry, fishing, wholesale/retail trade, real estate, tobacco, gambling, financial/insurance, legal/accounting, advertising, labour leasing, mining, petroleum).
